2010 Rate Adjustment

Effective January 1, 2010, the District raised its water rates by approximately 5% for residential and commercial customers and  raised street light rates by 45 cents per month.

In 2008, the District hired a rate consultant to provide a financial forecast to determine the adequacy of existing rates. The consultant determined the District would need to collect a 5% overall rate increase in 2010 to be able to fund system upgrades and annual debt service, as well as ongoing maintenance and operations. The District placed a notice in the Seattle Times and on its website for a public rate hearing. After conducting the public hearing at its regular District Board meeting October 21, 2009, the Board passed a resolution to amend the District's water rates to become effective January 1, 2010.

Highline Water District has relied heavily on low interest Public Works Trust Fund (PWTF) loans for water system upgrades. Due to budget cuts at the State level, PWTF loans are no longer available. The District will need to utilize cash reserves or sell revenue bonds at higher interest rates to pay for capital improvements made to its water system.

One positive change for customers is the first tier of lower priced water used during summer months (June to September) will go from 400 cubic feet to 500 cubic feet per month, or 1,000 cubic feet in a bi-monthly billing period. This change along with the decision to not increase the higher tier summer rate will keep summer water bills manageable.

The average single-family residential (SFR) customer using 700 cubic fee (7c.c.f) of water per winter month (October to May) will see his water bill increase by $3.04 per month. The average SFR customer using 1,00 cubic feet (10 c.c.f.) of water per summer month (June to September) will see her water bill increase by $1.78 per month.
